Bally’s Hit with Record Fine in Underage Gambling Case

Bally’s Atlantic City was recently hit with a record fine of $157,500 for allowing an underage gambler to play at the slot machines and gaming tables. The penalty, issued by the New Jersey Casino Control Commission, surpassed the previous record fine of $105,000 lodged against the Borgata Hotel Casino & Spa last February in another underage gambling case.
The underage gambler, who has been identified as 20 year old Candeda Simpson, was issued a player rating card in January 2006 that allowed her to earn various comps such as free food and hotel rooms. Over a two month time span, officials say she gambled in Bally’s on 18 days and was rated for table game play 137 times by Bally’s personnel. On three of the days she was rated for slot machine play though she did not receive any comps.
Ms. Simpson’s actions were uncovered during an investigation that was launched by the New Jersey Division of Gaming Enforcement after she was arrested at the former Sands Casino Hotel, also for underage gambling. Bally’s spokeswoman, Alyce Parker declined to comment. Gaming regulators said the Bally’s case was particularly flagrant because Simpson was able to gamble on many occasions in January and February of 2006 but was never caught.
“She had extensive interaction with the dealers over 18 different days. Someone at some time during those visits should have verified this person’s age,” said Linda M. Kassekert, chair of the Casino Control Commission.
